Marketplace & Medicaid Application Counselors
CareNet’s certified application counselors can provide free assistance to any Lucas County resident enrolling in federal Health Insurance Marketplace or Ohio Medicaid health plans.
Open enrollment for 2026 coverage runs from November 1 through December 15, 2025. Application counselors can provide free assistance in-person, on the phone, or via a virtual meeting. Residents facing divorce, marriage, employment changes, and other life changes can get free assistance with enrolling in coverage through a special enrollment period.

When meeting with a CareNet application counselor, residents should bring photo identification and income verification, preferably last year’s tax return. They also should bring insurance coverage information for everyone in their household.
